The short answer is the Big Island, and it is not close. But cheapest is not the same as best value, and the reasons Big Island land is affordable are worth understanding before you buy any of it.
The Islands Ranked by Cost
1. Hawaii Island, the Big Island. Cheapest overall.
It has by far the most available land, and property prices reflect that. The Puna district south of Hilo is the most affordable land anywhere in the state by a wide margin. Hilo on the wet east side is consistently cheaper than the sunny Kona side.
2. Kauai. Moderate housing, higher everything else.
Housing sits below Oahu and Maui, but the small population means less retail competition, so groceries and services cost more. The economy is small, which is the real constraint.
3. Oahu. Highest housing, lowest everything else.
Oahu has the state’s most expensive housing in most categories. It also has the most jobs, the best public transport, the widest retail competition and the most healthcare. For many households the higher rent is offset by a real salary and not needing two cars.
4. Maui. Expensive, and tight.
Strong tourism demand and constrained supply keep costs high. The August 2023 Lahaina wildfire removed housing stock from an already tight market, intensifying competition particularly on the west side.
Molokai and Lanai
Cheapest on paper, and genuinely difficult in practice. Very small populations, minimal job markets, limited healthcare and few services. These suit people with fully portable income and a strong preference for isolation, and almost nobody else.
Why Big Island Land Is So Cheap
This is the part people miss. The US Geological Survey divides Hawaii Island into lava hazard zones numbered 1 to 9, where 1 is highest risk. Zone rating directly affects whether you can insure a property and whether a lender will write a mortgage on it.
Much of the very cheap land in Puna sits in the higher risk zones. That is not a reason to avoid the island, but it is a reason to check the zone rating and confirm insurability before making an offer rather than after.
Vog, the volcanic haze from ongoing activity, is a related consideration, particularly for anyone with respiratory conditions.
Cheapest Is Not the Same as Best Value
Housing is the largest line in most budgets, but it is not the only one. A cheaper island can cost more overall once you account for the rest.
- Jobs. Cheap housing is no help without income. Oahu’s job market is deeper than the neighbor islands combined.
- Transport. Rural islands mean two cars, more fuel and no realistic public transport.
- Groceries. Fewer stores means less competition and higher prices.
- Healthcare. Specialist care concentrates on Oahu. Living elsewhere can mean flying for treatment.
- Shipping. Neighbor island freight usually routes through Honolulu first and then takes an inter-island leg, adding cost to everything you order and everything you move.
So Which Island Should You Actually Choose?
- You need a job. Oahu. The higher housing cost is usually offset by the income.
- You work remotely and want land. The Big Island, with the lava zone checked first.
- You want rural and quiet with income already sorted. Kauai.
- You are set on Maui. Budget realistically and secure housing before shipping anything.
Costs Beyond Housing
Whichever island you pick, the state level costs apply everywhere: the highest electricity rates in the country, groceries roughly 30% above mainland prices, and imported goods carrying freight in the shelf price.
