The USDA’s Animal and Plant Health Inspection Service regulates what may leave the islands for the mainland, and agricultural items have to be inspected and found pest free before they ship.
Not allowed to the mainland: soil, or any plant still sitting in soil. Berries of any kind, including fresh coffee berries and sea grapes. Cactus plants and cactus parts. Cotton plant parts, including cotton bolls. Live insects and snails. Seeds with fruit still clinging, and fresh seed pods. Sugarcane, raw sweet potato, swamp cabbage and mock orange. Most fresh fruit and vegetables.
Allowed once APHIS has inspected it: beach sand, coconuts, commercially canned food, dried seeds and decorative arrangements, hinahina, Irish and white potatoes, fresh pineapple, plants and cuttings, rocks and stones, seashells other than land snail shells, seed leis and seed jewelry, and wood including driftwood and dried wood roses.
Processed fruit and vegetables travel fine. Cooking, drying and freezing all count, though frozen fruit has to be solid at inspection and frozen mango has to be seedless.
The practical rule for a household move is simple: clean and dry anything that lived outdoors. Garden tools, mowers, camping gear and patio furniture all pass easily once the dirt is off them, and a potted plant does not pass at all. Sending a prohibited item anyway carries civil and criminal penalties, so it is worth ten minutes with a hose.
